I have played several mmos, I came from wow to eso, in wow the limit is 50 characters per realm. I played swotor where it was at the time 54 per server, I have played GW 2, where the character limit is 71. In addition in swotor and gw2 you have to pay for some character slots just like in eso. So no to me having more than 18 is not unreasonable at all. Yeah, it is abnormally high in swtor due.
Every single character does add several lines to a database, they weren't lying about that. There is a reason why no game offers true unlimited character slots, every character takes up space. By charging per character slot they won't be character spammed by some guy who finds it funny to create 200 characters just for the hell of it. Most.
